Dr. Mary Sally Garza Matiella, attended Ochoa, C.E. Rose Elementary, Wakefield Junior High and graduated from Pueblo High School in 1969. Upon graduating from Pueblo, she earned a B.A. and Masters of Business Administration from the University of Arizona and a Doctorate from George Washington University. Her professional credentials include certification as a Certified Accountant (CPA), Certified Government Financial Manager and Defense Financial Manager. In 1980, Mary Sally began an impressive career as a civilian employee of the United States Armed Forces serving in financial management in the federal government and military.
In 2009, President Barack Obama nominated Mary Sally as Assistant Secretary of the Army, Financial Management and Comptroller, which required U.S. Senate confirmation. She was responsible for the formulation and submission of the Army’s $180 billion budget to Congress and the American people and was responsible for improving efficiency of Army resources. Previously, in 1991, she was System Accountant in the Office of The Undersecretary of Defense (Comptroller) at the Pentagon. In 2001 she served in the Senior Executive Service as Chief of Staff and Chief Financial Officer for the U.S. Forest Service, administered and managed its $4 billion annual budget. In 2004 she served as Assistant Chief Financial Official for Accounting for the U.S. Department of Housing and Urban Development (HUD) and was responsible for it’s over $40 billion annual budget.
Presently, she is Chief Executive Officer, Developing Affective Leaders, LLC, MSM Consulting. Her numerous awards and honors include U.S. Army Leadership Award; U.S. Army Decoration for Distinguished Civilian Service; Office of the Secretary of Defense Award for Excellence; University of Arizona Alumni of the Year Award.
